Support Safer Trucking Amendments to the INVEST in America Act of 2020

On Wednesday, June 17 at 10:00 AM EST, the U.S. House Committee on Transportation and Infrastructure will be conducting a Full Committee Markup to consider amendments to the INVEST in America Act.

The Institute for Safer Trucking and Road Safe America reviewed the amendments that have been submitted and provided summaries for them below.

We urge you to contact your Representative to support amendments that could make trucking safer and oppose any amendment that either removes a safety provision from the bill or inserts language that would diminish truck safety.

Amendments That Could Make Trucking Safer:

Garcia 062 – Adds bill language to direct the Secretary of Transportation (Secretary) to increase the minimum level of insurance required by motor carriers from $750,000 to $2,000,000, and then indexes the increased amount to inflation.

Cohen 089 – Amends bill language Sec. 4405 to replace side guard study with pilot program to better understand the feasibility, benefits, and costs associated with installing side underride guards.

Lowenthal 043 – Adds bill language to direct the Secretary to initiate a negotiated rulemaking to establish screening criteria for obstructive sleep apnea in drivers of commercial motor vehicles.

Amendments That Will Not Make Trucking Safer:

Perry 115 – Removes bill language (Sec. 4404) that directs the Secretary of Transportation to complete a rulemaking to require newly manufactured commercial motor vehicles to have Automatic Emergency Braking systems.
